City Data Fellows Program Manager

Help lead and manage a new program in the Mayor’s Office of Performance & Innovation: the City Data Fellows program! As Program Manager, you will:

  • Use the power of data to improve city government service to our citizens

  • Lead a team of 2-3 data analysts (the “Data Fellows”) that will be embedded in other city government agencies

  • Support the Data Fellows and their agencies in their use of data to improve service delivery and efficiency

  • Propose solutions and guide the Data Fellows in building and testing those solutions

  • Help translate the agencies’ needs into problem statements or technical specifications that the Data Fellows can work with

  • Coordinate with the agencies’ IT staff, the city’s Chief Data Officer, and others in the Baltimore City Office of Information & Technology (BCIT) to ensure data quality and timeliness are sufficient

  • Have the support, guidance, and management of the Mayor’s Office of Performance & Innovation

You should apply if:

  • You’re excited about furthering the cause of data-driven performance in Baltimore city government

  • You have some experience in the public sector, especially in local government

  • You’ve had some consulting experience, or have had a similar experience of working with a client to identify issues and develop solutions

  • You have a technical background - you have a science, technology, engineering, or math degree, or you’ve picked up some data analysis or computer programming along the way in your career

  • You’ve managed small teams

A little about the program:

  • The City Data Fellows program is a new program that will tentatively launch in the summer of 2019, contingent upon the new fiscal year budget being approved

  • The motivation for the new program is to add data and problem-solving capacity to city government agencies

A little about us:

  • The recently formed Mayor’s Office of Performance & Innovation combines the Innovation Team (formerly the Mayor’s Office of Innovation) and CitiStat

  • CitiStat is City Hall’s performance management and accountability team; we use data to measure city agency performance and progress towards Mayoral goals

  • The Innovation Team is currently funded by Bloomberg Philanthropies; we use data and human-centered design to bring new ideas to one Mayoral priority at a time

  • The Innovation Team has primarily focused on recruiting & hiring for the Baltimore Police Department
